Immigration for skilled foreigners, who makes the rules, eh?

Just saw the new ridiculous rules for the highly skilled migrant programmes (HSMP) at the Home Office website...
I guess they have some real imbeciles making policies! According to the new rules, anyone outside the EU will have to provide evidence to demonstrate their ability to understand Englsih, which is fair enough. But as evidence they ask for IELTS certificate within the last 2 years . Can you really forget to read, write, speak and understand English after a period of 2 years (only if you suffered from amnesia, I guess!) This is "irrespective of the fact that you are a national of a country where the main language is English". I find this extremely strange that people from the EU, who may not have even studied in English, are given free entry to the UK, and those, who probably have a better knowledge of English than even the locals, have to prove it every 2 years!
